Monte M. Lemann Awards
The Monte M. Lemann Awards by the Louisiana Civil Service League are conferred for these reasons:
1. AS AN ANNUAL HONOR and recognition of those chosen leaders and citizens (not in the classified service) who have fought for the firm principles of the Merit System of Public Employment throughout Louisiana and who have always answered this League’s call for help.
2. TO BUILD A GOOD IMAGE just as the Dunbar Award has helped to build a good image of this state’s civil servants, this Lemann Award seeks to illuminate the other side of the image-that of the appointing authorities or leaders who uphold the principles of the Merit System.
3. AS A MEMORIAL to a Louisiana man of high public spirit who during a long and useful career gave unstintingly of his time and his brilliance to the civil service cause and as Charles E. Dunbar’s Jr.’s legal ally in successfully pleading with the Louisiana’s Supreme Court to uphold the constitutionality of the law.
The person nominated cannot be a classified civil service employee. Submit a letter to the:
